About the AMS

[Concept of AMS]

Automated Manifest System, American Manifest System, Advanced Manifest System, known as the United States Manifest entry System, also known as the 24-hour Manifest forecast or the United States Customs anti-terrorism Manifest, Derived from a system created by the United States in response to the terrorist attacks of September 11, 2002.

According to the regulations issued by the US Customs, all goods exported to the US or transshipped through the US to a third country must be declared to the US Customs 24 hours before shipment. Request the forwarder closest to the direct exporter to send AMS information. AMS information is through the use of the American system directly sent to the designated by the customs, the customs database, by the us customs system, automatically check and reply, it needs to be sent to submit details of the goods in the past, including the port of destination to the gross volume number name case number the consignor of the owner really (FORWARDER doesn't count), and the corresponding code no., etc. Only when the American side accepts the ship, if HB/L is available, send...... for both copies Otherwise, the goods will not get on board.

[Origin of AMS]

Following the September 11, 2002 terrorist attacks, the U.S. Department of Customs and Homeland Security registered the new customs rule on October 31, 2002, effective December 2, 2002, with a 60-day buffer period (no liability for non-fraudulent violations within the buffer period).

[AMS data delivery]

According to us Customs regulations, the forwarder closest to the direct exporter (NVOCC) is required to send AMS information. NOVCC to send AMS must first obtain NVOCC qualification from FMC in the United States, In addition, you need to apply for the exclusive Standard Carrier Alpha Code (SCAC) from the National Motor Freight Traffic Association (NMFTA) to send relevant data to the US Customs. NVOCC must have a complete and clear understanding of the relevant regulations of the US Customs during the delivery process, and acting in strict accordance with the relevant rules may result in customs clearance delays or even fines by the US Customs.

[AMS data delivery time]

Because of AMS is also called 24 hour manifest forecast, just as its name implies is to 24 hours in advance to send manifest, 24 hours is not sail as the standard, should be asked in box 24 hours before a boat to get us customs receipt (forwarder get OK / 1 y, shipping company or port 69), specific how long in advance to send no regulation, send more early, It's no use not getting the correct receipt.

In practice, shipping companies or NVOCC will require the AMS information to be submitted early (shipping companies usually cut off the order three or four days in advance), while for exporters, the data given three or four days in advance may be incorrect, so there are situations where shipping companies and NOVCC are required to change the AMS information after cutting off the order.

[AMS Data Requirements]

A complete AMS includes House BL Number, Carrier Master BL No, Carrier Name, Shipper, Consignee, Notify Party, Place of Receipt, Vessel / Voyage, Port of Loading, Port of Discharge, Destination, Container Number, Seal Number, Size/ Type, No. & PKG Type, Weight, CBM, Description of Goods, Marks & Numbers, all these information are subject to the b/L provided by the exporter.

[Contents of declaration]

The 24-hour rule is "very detailed" about what needs to be declared. First of all, general description, especially "freight of all Kinds", "general cargo" and "said to contain" are not acceptable to CUSTOMS. Moreover, CBP considers general descriptions such as "chemical" or "food" too broad. American military supplies and "FROB" cargo (cargo still on ship when passing through A US port) are also exempt from the manifest requirement.

The disclosure requirements of consignee and consignor are equally strict. The rules require the full name and address of the declared shipper or the confirmation number of the consignor accepted by customs under ACE (Automated Commercial Environment), as well as the full name and address or confirmation number of the consignee, owner or agent of the consignor. Only in the case of "to order" transhipment consignee, customs is not required to include the name of the consignee in the information submitted.

The contents of the manifest can be modified, but any changes to the original declaration information may affect the RISK assessment of the cargo by U.S. Customs and result in an inspection of the cargo.

In addition, it is worth noting to the carrier or NVOCC that a written manifest is still required. As a rule, the customs does not require carriers participating in the paperless manifest test to have a written manifest on board. However, if customs requests inspection, the ship must be able to produce a written manifest. In addition, other documents including manifests may be required upon arrival by other survey authorities.

[Significance of AMS]

Since the implementation of AMS24-hour declaration, combined with the subsequent launch of supporting security provisions and ISF. Make the information of goods imported from the United States accurate and clean, complete data, easy to track inquiry. It not only improves homeland security, but also greatly reduces the risk of imported goods and improves the efficiency of customs clearance.

Following the United States, Mexico, Canada, the European Union, South Africa and China have implemented the pre-shipment manifest declaration system to effectively avoid wind
